You don't really want it moving but it will shift if you hit it hard enough. Is it attached to the iscg mounts or "sandwiched" between the bb shell and bb cup? Either way you are going to have to pull the crankarms to tighten it. If it is a bb mount then getit where to want and tighten the bb cup... if it is iscg mount them tighten the iscg mount bolts.

The back plate should be snug against your iscg tabs or the e-type adapter and not able to move unless you nail the hell out of it. I've never shifted a back plate though. Pull the drive side crank and you'll see three 4mm hex screws. Tighten them.
Side note. Your bottom roller/wear plate looks bent. Is it resting on your chainstay? If so, no bueno... You need to rotate your back plate counter clockwise until the roller completely clears your stays. If this puts the whole guide out of alignment, you need a wide backplate. But that shouldn't be an issue if it's the DRS, which is looks like from the pictures.

Look where the three 4mm hex screws screw in. Are they going into 3 tabs (ISCG) built into the BB shell of your frame. Or are they going into a silver adapter plate that is sandwiched between the cup of your BB. Either way, it shouldn't rotate.

Thanks! It only bends like that when it gets smashed into the frame...When I move it back it is fine. I look when I get home and take of the drive side crank. I can do this myself with a multi tool right? (Sorry i;m not a hard core wrench)...or much of a wrench at all;)

I just looked at the pisc and I think yours is sandwiched between the BB cup and shell which would mean your multi tool will only do half the job. It will take the crank arm off because those look like self extracting bolts. The problem is you need a special tool to tighten the BB cup. FYI the drive side BB cup is reverse threaded as well.

They should. And the tool depends on your BB. Take your whole bike in if you have any doubts and the shopies will point you in the right direction. And buy the tool, do the work yourself. You'll benefit in the long run knowing all the hows and whats of your bike, and being able to fix it yourself.
You're gonna want to loosen the BB once your drive side crank is pulled (clockwise turn). Rotate the back plate so it clears your chainstay. Then tighten down the BB cup again. Maybe "pinch" a small something between your stay and lower roller so when you tighten the BB cup the back plate doesn't shift or rotate w/ it.
