To the OP: You've got no chance - disc brakes have killed ceramic rims, not that there ever were any in 650B. As far as I can tell, the only ceramic coated rims currently in production are Rigida's (heavy) TCC rims in 26". Neither Mavic nor DT are listing anything online any more, although there may be a few sets still out there in 26", and it's possible but very unlikely there may be one or two 700C Mavic Open Pro Ceramic rims somewhere.
Hard anodised 26" rims shouldn't be hard to find, but there's no point as they will make the braking worse, not better. OTOH, ceramic rims do two useful things: they prevent rims wearing out and they significantly improve wet weather braking IME. Note that while some others will tell you they don't work, I've had a pair since 1992 that are still working fine, and have been used with standard Shimano brake blocks with no issues. Ceramic coating DOES NOT make the rims any more crash resistant though, so if you are hard on gear they may not be a cost effective option, no doubt a major reason why so any people have whined about them online.
