I'm riding my scalpel 29 with the spacer on the bottom.
I've never written it on the top.
Benefits:
Slacking head angle bike is less twitchy(better for technical down hills)
Raises bottom bracket for better East Coast rock riding (less petal strikes)
Better clearance for 180 cranks

Disadvantages:
Higher center of gravity (this could affect you railing turns on fast smooth singletrack)

My photography posting skills look like they need some improvement?

I've noticed over the last year, slacker head tube angles are much more enjoyable to ride,
Compared to my 2010 Air9 with a 71° Head tube angle.
