Can someone explain to me why you would do this?

you would do that if:
1) you wanted uneven tension, the only reason for which would be #2, below
2) you are a bonehead that doesn't know the basics

you had stock sitting around unused so you built it up to get rid of it to some unsuspecting buyer on ebay

or 3) it's what the customer wanted and then didn't (if you buy his reponse to my question)

I didn't see that actual frame, so I couldn't disagree, since I wasn't sure what they were doing with it. Thats why the lower price. I can put it into a new IRD Cadence kinlin eyeleted rim for $10 more if you like."
