How can anyone answer your questions with any kind of a meaningful answer? There's so much we don't know.
Ok I'll take a stab with what little you've given. Get a full brake tuneup - new cables, new pads, lubed pivots, adjustment. Now, do the brakes perform acceptably under your riding conditions? If not get disc brakes, or ceramic rims.

to be more specific, when i pull the brake handles, i feel they travel too far a distance till the brake pads touch the wheels, and when the pads touch the wheels, the bike takes too long to stop

anything else?(not tring to be sarcastic question)
Bring it to the shop and get a brake adjustment. About 15 bucks.

Simple adjustment seems in order. A few seconds' job.

The pads could be worn out, contaminated, rims glazed/contaminated, cables partially seized/contaminated. The list goes on!
Pfft you dont need new brakes. Replace the pads! Clean the rims!

That sounds like you need to tighten your brake cable's,also try tighting the adjuster on your lever, and if you have tektro levers get some new levers becuase the tektro levers are wak and you dont get naff all power out of them the v-brakes are ok and you can get power out of them with some good levers.
