I think the other responder misinterpreted your question as stating that it had a 1&1/8" headtube rather than asking whether it should. Definately SC made and 1". The color and decal scheme should have been availble for more than '96. It's always hard to pin down the year on these but it looks like you have the one-piece stays which would make it a later one. Color is a dark blue with the later decal scheme which I could only find available in 96. Seller claims it's a Santa Cruz built frame and it's a XXL(21" c to c, 23.5" c to top, I didn't know they built privateers that big. Here's some pics.
