I got my first bolt-on rear wheel used, but no bolts. I stopped by the LBS and he said to go to the hardware store and find a hardened bolt that fits the threads in the Phil Wood hub. Make sure the length of thread engaged is at least three times as long as the portion of bolt exposed. Is that really all there is to it?

If you don't have the bolts you are most likely missing the step down washers too.
