Agree with what everyone has suggested and will add one more tip.

It is common to have a problem with the drill bit walking off center. Some things you can do to prevent this are:

- Helps if you can get it under a drill press and level the object to be drilled.
- Helps if you can get a good center punch starter hole dead center.
- Helps if you can start by grinding the broken end flat with a flat end carbide drimel bit.
- Helps if you can use a pointed carbide drimel bit to made the center punch hole.

JB weld another slightly smaller bolt to the boltt thats broke off, and back it out (hopefully). Can you remove the rest of the fender, and maybe it has enough to grab it with a pair of vice grips?
Nope, the LH bit broke off flush too. The fenders not on......maybe a way from the other side if I take the wheel off?
