Sure I can, one chainring is much more expensive just because the start up fees, maybe something more in the same batch, much cheaper so.
Like stems, seatpost and so on.

You got that half right. Titanium can be anodized and you can anodize steel too but it isn`t really worth it because steel exfoliate when oxidized; i.e. the iron oxide (also known as rust) flakes off, constantly exposing the underlying metal to corrosion.
