Does anyone know where to get replacement Bike Specific Socket Cap Screws?
Also, screws for bike seem slightly oily. Why is this? What kind of oil / grease is good to light;y oil the screws?

I always apply a little of marine bearing grease to all of my screws just to make sure they thread in nice and smooth, and it makes them easier to take out when the time comes.

They don't need to be bike specific. Just the same bolt size and thread pitch. They're Metric, but any well-stocked hardware store should have the right ones. You can also go to mcmaster.com if you already know what size and thread pitch you need.

I find a lot of stems and such have slightly smaller diameter counterbores than standard cap-screws. Nothing a lathe can't fix though.
