Best bike under $400?

A friend and his wife are looking for bikes to ride on the local paved bike paths. He is looking to spend under $400 each. Which models should he be looking at? Thanks!!

Hybrids...the specialized sirrus bas model runs about $500.

If they just want a bike for a leisure ride then check out the specialized expedition or giant sedona. These bikes have a mountain bike look with high rise handlebars. Cool looking yet very comfortable. Most major bike companies will have similar low dollar comfort bikes.
