BB and Head tube centering?

Putting together a jig using 8020. Doing this for fun so would rather not spend a ton of $$$. Checked local for having some centering cones made, was nuts what they wanted.
Is there any reason I couldn't just use an old headset and external bottom bracket? Run rods through them and use collar clamps for location?
Or any other semi inexpensive ideas?
