I have the same ones in my toolbox, I think they came with my WTB cantilevers.

The funky oval-like part is specific to WTB Speedmaster canti brakes, but the silver straddle carrier is standard Tektro fare (which is what WTB used for their brake).

I have a few of those on my bikes. I think Control Tech still sells a similiar version with slight differences.

Avid used to make these, marketed as the "Tri-Dangle" obviously used as a brake
wire hanger. These are not the Avid model, but one of the many other aftermarkets.
I ran these on my bikes and the thought was to leave the cross-cable setscrews loose
for better performance.

On further inspection...

...the top straddle carrier is the WTB spec'd version that came on their Taiwan produced cantis. The bottom one (with the liner) is a Tektro model.
