Hi. I’d like to start wearing my mtb protective liners with hip pads on my road bike (I ate it a few days ago and was lucky I didn’t bust my hip). Since I’ll have to wear an over short, I’d like for it to be close-fitting enough not to catch a lot of wind and flap around in the breeze/. Any recommendations?

I'm not sure if they make them anymore, but Pearl Izumi had a short called "Summit" and it is exactly what you're describing. I have three pairs of them. I usually wear them over bibs or liners depending on the ride/weather. Long like a baggie, but more form fitting.

+1 for the summit (they are still around). I've also quite liked the Patagonia dirt roamer, as I prefer a more minimal short. I'd happily wear them for more casual road riding (really all my road/gravel stuff, I don't care about aero really)

I have the Dirt Roamer. I like them but I prefer some of 7Mesh’s offerings. I’m lean AF. 5’11”, 185, 34/34. Medium 7Mesh fit me like they are tailor made.

These are both awesome - so minimalist you barely know you are wearing them, and slim fitting:

You should also check out Abit Gear (Enduro MTB shorts in Athletic Fit and Slim Fit). Local company here in the PacNW, owned by a biker (full disclosure, a buddy of mine...) who got sick of buying shorts that were either plum-smugglers or way too baggy. There are two different fits, slim and athletic, for different...ahem, "body-types" (aka, ass-width), and two inseam lengths. If you're up in WA, you'll see them everywhere...

If you just want to cut drag, there is always the Zoic Black Market 9 inch short shorts. They are a couple inches shorter than most MTB shorts, making them more road-ish in length. They are slightly less baggy too, but not real slim in fit.

They also have their new lineage 9, but I haven't ridden in them yet to know if they are any good.

Assos also make a trail short which fits more on the snug side and the $$ side. I have a pair I’m getting for Christmas, but did get to try them on for fit and they are definitely a bit snugger than baggy. As I typically wear bibs and in this case would wear liner bibs under them I think they will be fine on the bike. I got my girlfriend a pair for her birthday and she loves them, and she recognizes the fit and that they do not get caught on the seat moving around if they were baggier.

Try a smaller size, you would be surprised at how big the waist gets. If I'm looking for an XC fit I size down. Waist measurements usually go up to the next size, so a 30 is 30-32, 32 is 32-34, etc.
Yeah, the rep from Aerotech Designs told me the same thing…only in their case he recommended dropping 2 sizes (their shorts are baggy to begin with). Said it wouldn’t be a problem at all.
