Its a pic of Cuba Gooding Jr on a Giant edited in to a picture of some people in a Velodrome, with the jersey from the rider that was there edited onto Cuba. My guess.

Thats taken at the new state of the art velodrome that just opened in L.A. And those kids look like junior national cycling team members. Let's see what I can google up for ya....
