Not really sure what's wrong with it. I may personally disagree with paying settlements for pain and suffering, but I completely understand why they would.

From what I gather reading the article, this was not the first time the street was brought to the attention of the city council.

The strange thing is they fixed the potholes. Normally when a council is in legal dispute like this they will leave everything as is as part of their way of saying it was never dangerous and didn't cause the accident. Legal disputes often prevent the problem being rectified despite most "victims" seeing that as one of the main reasons they go to the lawyers in the first place.
