Adjusting brakes on a 07 Paragon

I just put new roters on my Paragon and the brakes are dragging.
How would I fix this?
I noticed on the back brakes the calipers do not line up to the centre of the roter, It looks like if you put a washer on the caliper it would center the roter between the brake pads.
