I have a NS ***** frame which has 10mm dropouts. if i use a 9mm QR wheel ( because i dont have money for a new one) would anything happen?

9 mm QR wheels are FRONT wheels and REAR wheels are 10 mm. Unless you're going to attempt installing a front wheel in the rear, you'll be ok.
