So maybe I am over thinking this, but just wanted to see how a degree would change anything.

I am THINKING of trying out a 40mm rise bar. I am running a next r 35mm right now.
Was thinking of the Enve m7 40mm rise.

rise 35mm
8 backsweep
5 upwards

Enve
Rise 40mm
8 backsweep
4 upwards

Does the 1 degree change anything?

I have personally settled on 9 back 5 up. I have broken both wrists multiple times and one degree for me makes a difference. YMMV.

I guess what I meant is, does it bring the bar closer, or just change the angle of your grip a bit?

I don't think "upsweep" brings the bar back it just angles the bar up at the second bend of the riser. Backsweep brings the hands back towards the rider.
