I'm looking at the Jamis Dragonfly 26+. It has 26x3.0 tires on 27.5 rims. How does a 26 inch tire of any width measure out to 27.5 diameter? What am I missing here?

It can't have 26x3.0 on 27.5 rims. It's not possible.

I have this pic on my phone from long ago, ironically from Jamis.

It estimates effective rolling diameter to compare wheel sizes. There definitely some generalities made, but it's close enough for visuals.

Yeah, but even in the spec sheet it clearly lists a 26x3.0 tire and a 27.5 rim. Makes no sense at all.
