For it to work, you must keep the cover wet! Who wants to reach down to get their hands wet from a wet bottle while they are riding? Most of the clothing that I wear is designed to move wettness away from my body, not add to it! I want a water bottle to get water inside of me, not on me or all over my bike when I put it back into the cage! Performance Bike doesn't tell you that you have to keep it wet, and in the picture it looks like a hard rubber cover.
